    Gov. Cuomo has announced a state of emergency ahead of the potentially record-breaking storm. Here’s what you should know: 
    • All New York City schools will be closed Tuesday. 
    • NYC subways, commuter rail to shut down at 11 p.m. Monday. 
    • Only emergency vehicles should be on city streets starting at 11 p.m. 
    • Metro-North and LIRR service will start shutting down around 11 p.m.
    • PATH train service will be reduced at 9 p.m. to a weekend schedule, which means trains will run every 15 minutes. 
    • NJ Transit will shut down service at 8 p.m. It will not resume service until Thursday. 
    • Tractor-trailers will be barred from highways in and around NYC starting at 4 p.m.
    • City parks will close at 6 p.m.

                    Politically, of course, these decisions are always a balancing act: Closing schools, for example, can be unpopular because it puts a lot of parents in a bind in regard to childcare and work issues, but at the same time, officials would risk serious backlash for an insufficient response that leads to injuries or worse...
