A pro-police rally was held outside the City Hall just as another protest called for shutting down the NYPD.
The two groups came face-to-face, and some scuffles broke out.
NY1's reporter at the scene didn't see anyone arrested there. One pro-police protester tried to make a point with a slogan that became a rallying cry against the NYPD. He made T-shirts printed with "I Can Breathe."
When asked what his message was with the shirts, the man said, "It's not any reflection or anything personal toward an individual that it was tied with, it's not anti- or against them, it's again to bring attention to the fact that we need to unify as a community."
The anti-police protesters later moved on from the City Hall and marched uptown.
